This patch has enhancements that extend the capabilities of the Veterans

This patch changes the manner in which the system handles non-
billable pseudo-rejects (eT/eC). The eT/eC reject will now be put
on the prescription prior to presenting the user with the Reject
Notification screen rather than after.
