Description:
============
Patch DG*5.3*983 is being released to support the enhancements for the Enterprise Health Benefits Determination (EHBD) program that focuses on updates for the Enrollment System Modernization (ESM) Phase 2 project.
Patch DG*5.3*983 is also being released in support of the Enrollment System (ES) 5.7 release. Refer to Informational Patch Enrollment Application System EAS*1*TBD for additional details regarding the ES release.
The DG*5.3*983 patch adds a new INACTIVE (#.06) field to the HEALTH BENEFIT PLAN (#25.11) file to allow Health Benefit Plans (HBPs) to become inactivated so that only active plans are displayed on the HEALTH BENEFIT PLAN <11.4> screen in Veterans Health Information System and Technology Architecture (VistA) Registration, Eligibility & Enrollment (REE) Registration options. Inactive plans will remain on the Veteran's profile so that they may be viewed. DG*5.3*983 also updates the LONG DESCRIPTION
(#.04) field in the HEALTH BENEFIT PLAN (#25.11) file for the plan VETERAN PLAN - CCP HARDSHIP DETERMINATION, and converts the text to uppercase in the NAME (#.01) field of the HEALTH BENEFIT PLAN (#25.11) file.
Listing of Updates

This patch includes the following enhancements to VistA REE:
1. A new INACTIVE (#.06) field is added to the HEALTH BENEFIT PLAN
(#25.11) file to allow HBPs to be inactivated. When the INACTIVE
(#.06) field is set to YES, then the plan will not be displayed on the
HEALTH BENEFIT PLAN <11.4> screen in VistA REE Registration options.
Inactivation of Veteran Plans occurs in the HEALTH BENEFIT PLAN
(#25.11) file utilizing the new INACTIVE (#.06) field. This is done
within the post-install routine. The INACTIVE (#.06) field is set to
YES for the following HBPs:
a. VETERAN PLAN - VC UNUSUAL OR EXCESSIVE BURDEN
b. VETERAN PLAN - VETERANS CHOICE AIR, BOAT, OR FERRY
c. VETERAN PLAN - VETERANS CHOICE BASIC
d. VETERAN PLAN - VETERANS CHOICE MILEAGE
e. VETERAN PLAN - VETERANS CHOICE WAIT-TIME
2. The LONG DESCRIPTION (#.04) field in the HEALTH BENEFIT PLAN (#25.11)
file for the VETERAN PLAN - CCP HARDSHIP DETERMINATION plan is updated
to the following:
"The Veteran must be enrolled in the VA health care system. The
Veteran who may meet new MISSION Act access standards (wait time and
drive time) may still face an unusual or excessive burden in accessing
care at the VA based on:
. Geographical challenges
. Environmental factors such as:
o Roads that are not accessible to the general public, such as a road
through a military base or restricted area
o Traffic, or
o Hazardous weather conditions
. A medical condition that impacts the ability to travel
. Meets MISSION Act access standard, but, must travel by air, boat, or
ferry
And
. Veteran has received a "COMMUNITY CARE-HARDSHIP DETERMINATION"
consult and the consult has not expired then the Veteran will be
eligible for Hardship."
3. The text of the data in the HEALTH BENEFIT PLAN (#25.11) file in
the NAME (#.01) field is converted from lowercase to uppercase. All
entries within the file are converted. The changes will allow mixed
case lookup for the HBP name in the Inquire to File Entries
[DIINQUIRE] option within the VA FileMan [DIUSER] menu option.

Pre/Post Installation Overview:
A post install routine is included in the build. This routine sets
the INACTIVE (#.06) field in the HEALTH BENEFIT PLAN (#25.11) file to
"YES" for the following plans:

The post-installation routine DG53983P will be automatically deleted upon
installation of this patch.
Pre-Installation Instructions:

1. This patch may be installed with users on the system; although
it is recommended that it be installed during non-peak hours to
minimize potential disruption to users. This patch should take less
than 5 minutes to install.
Installation Instructions:

1. Choose the PackMan message containing this build. Then select the
INSTALL/CHECK MESSAGE PackMan option to load the build.
2. From the Kernel Installation and Distribution System Menu, select the
Installation Menu. From this menu,
A. Select the Verify Checksums in Transport Global option to
confirm the integrity of the routines that are in the transport
global. When prompted for the INSTALL NAME enter the patch or build
name DG*5.3*983.
NOTE: Using <spacebar><enter> will not bring up a Multi-Package
build even if it was loaded immediately before this step. It
will only bring up the last patch in the build.
B. Select the Backup a Transport Global option to create a backup
message of any routines exported with this patch. It will not backup
any other changes such as DDs or templates.
C. You may also elect to use the following options:
i. Print Transport Global - This option will allow you to view the
components of the KIDS build.
ii. Compare Transport Global to Current System - This option will
allow you to view all changes that will be made when this
patch is installed. It compares all of the components of this
patch, such as routines, DDs, templates, etc.
D. Select the Install Package(s) option and choose the patch to
install.
i. If prompted 'Want KIDS to Rebuild Menu Trees Upon Completion of
Install? NO//', answer NO.
ii. When prompted 'Want KIDS to INHIBIT LOGONs during the install?
NO//', answer NO.
iii. When prompted 'Want to DISABLE Scheduled Options, Menu Options,
and Protocols? YES//', answer YES.

In the event a site determines that this patch should be backed out, the site should submit a YOUR IT Services ticket with the Enterprise Service Desk (ESD) for assistance with the procedure.
Any issues would need to be evaluated to determine if: a back-out of the software is appropriate; a new patch is needed; or if data requires correction or restoration.
During installation, if the option to back up routines was run as directed, "Backup a Transport Global", then routines will have the ability to be restored from the "backup" MailMan message that was generated. However, the KIDS installation process does not perform a backup of other VistA software components, such as DD, cross-reference, and template changes.
