Description:
============

 Public Law (PL) 112-154, requires Veterans Affairs (VA) to provide
 hospital care and medical services to Veterans who served on active duty
 at Camp Lejeune, North Carolina for one or more of following fifteen
 specified illnesses or conditions: esophageal cancer, lung cancer, breast
 cancer, bladder cancer, kidney cancer, leukemia, multiple myeloma,
 myelodysplastic syndromes, renal toxicity, hepatic steatosis, female
 infertility, miscarriage, scleroderma, neurobehavioral effects, or
 non-Hodgkin's lymphoma. To be eligible for care under the provisions of
 this bill, the Veteran must have served on active duty at Camp Lejeune for
 not fewer than thirty consecutive or nonconsecutive days between August 1,
 1953 and December 31, 1987.
  
 Enrollment System Modernization (ESM) Phase 2 in support of Camp Lejeune -
 Veterans will update Veterans Health Information Systems and Technology
 Architecture (VistA) to allow for the accurate tracking of Veterans who
 meet the CL-V eligibility requirements and are therefore entitled to these
 additional benefits.
  
 To fulfill PL 112-154, ESM Phase 2 in sustainment of CL-V implements
 modifications to legacy VA administrative and clinical systems to capture
 and manage Camp Lejeune eligible medical care, clinical information, and
 administrative processes.
  
 Listing of Updates
 ==================
 1. The system will check the patient record and if applicable will display
 the CL-V treatment question and allow the end user to respond so the
 patient will be properly billed for procedures.
  
 2. The system will display the eligibility status in the following order
 if the patient's condition is service connected (SC): Combat Veteran,
 Agent Orange, Ionized Radiation, Military Sexual Trauma, Head/Neck Cancer,
 Shipboard Hazard and Defense, and Camp Lejeune.  And if the patient's
 condition is non-service connected (NSC), the system will display
 eligibility status in the following order: Combat Veteran, Agent Orange,
 Ionized Radiation, Military Sexual Trauma, Head/Neck Cancer, Shipboard
 Hazard, and Defense and Camp Lejeune.
  
 3. The system will prompt to ask if the surgery case being created or 
 edited is related to the patient's Camp Lejeune status when the user 
 accesses the following menu options from the Surgery Menu:

 4. When coding of the surgery case is completed, the new Camp Lejeune 
 indicator will be included in the information sent to Patient Care 
 Encounter (PCE). However, this CL-V indicator will not be visible in PCE 
 until PCE package namespace is updated to receive the CL-V information.  
 This will be addressed in patch PX*1.0*207, which will be released at a 
 later date. The CL-V indicator will only be visible in PCE from the date 
 of PX*1.0*207 release.  No prior information will be stored.
  
 5. DG*5.3*914 is listed as a required build since it implements the 
 change needed in routine VADPT0 regarding service connected eligibility.  
 This update will allow Camp Lejeune to be accessed through the SVC^VADPT 
 API.

 1. If the release is provided using PackMan, choose the PackMan message
    containing this build. Then select the INSTALL/CHECK MESSAGE PackMan
    option to load the build.
  
    If this release is provided using a Host file, use the Load a 
    Distribution option contained on the Kernel Installation and 
    Distribution System Menu to load the Host file.
  
 2. From the Kernel Installation and Distribution System Menu, select the
    Installation Menu. From this menu, you may elect to use the following
    options. When prompted for the INSTALL NAME enter the patch#
    (SR*3.0*183).
  
     A. Select the Verify Checksums in Transport Global option to confirm 
        the integrity of the routines that are in the transport global.
        When prompted for the INSTALL NAME enter the patch name
       (SR*3.0*183).
  
     B. Select the Backup a Transport Global option to create a backup
        message of any routines exported with this patch. It will not
        backup any other changes such as data dictionaries (DDs), 
        templates, etc.
  
     C. You may also elect to use the following options: 
        i.  Print Transport Global - This option will allow you to view
              the components of the KIDS build.
        ii. Compare Transport Global to Current System - This option will
            allow you to view all changes that will be made when this 
            patch is installed. It compares all of the components of this
            patch, such as routines, DDs, templates, etc.
  
     D. Select the Install Package(s) option and choose the patch to 
        install. 
   
        i.  If prompted 'Want KIDS to Rebuild Menu Trees Upon Completion of
            Install? NO//', answer NO.
  
        ii. When prompted 'Want KIDS to INHIBIT LOGONs during the install?

 site should submit a YOUR IT Services ticket with the Enterprise Service
 Desk (ESD) for assistance with the procedure.
   
 Any issues would need to be evaluated to determine if: a back-out of the
 software is appropriate; a new patch is needed; or if data requires
 correction or restoration.    
   
 During installation, if the option to back up routines was run as 
 directed, "Backup a Transport Global", then routines will have the 
 ability to be restored from the "backup" MailMan message that was 
 generated. However, the KIDS installation process does not perform a 
 backup of other VistA software components, such as data dictionaries, 
 templates, options, protocols, etcetera.
