Description:
============

 Patch DG*5.3*931 is being released to support the enhancements for the
 Enterprise Health Benefits Determination (EHBD) program that focuses on 
 updates for the Enrollment System Modernization (ESM) project, which supports
 Enrollment System Community Care (ESCC).
  
 DG*5.3*931 is also being released in support of the Enrollment System (ES)
 4.6.0 release. Refer to Informational Patch EAS*1*147 (Enrollment
 Application System) for additional details regarding the ES release.
  
 The Future Discharge Date (FDD) Military Service Episode (MSE) build 
 components will include changes to manage and process a FDD MSE (either
 manually updated on the ES, received from the military service broker, or 
 received via an on-line Healthcare Application) so that a Veteran is able to
 apply for Department of Veterans Affairs (VA) health benefits enrollment 
 before they are discharged from the military. The ES is the VA authoritative 
 system for this information. The ES will accept a FDD based on the system 
 date from one to one-hundred eighty days in the future.
  
 Listing of Updates
 ==================
  
 1.  Update VistA to receive the FDD MSE in the ZMH segment on the ORU-Z11 or   
     ORF-Z11 HL7 message from ES.
 
    a. The FDD MSE received from ES is designated with a Military Service Type 
       of FDD and will contain the Branch of Service, Service Entry Date, and 
       Future Discharge Date data components.
 
 2.  Update VistA to store the FDD MSE received from ES.  
 
    a. VistA will store the FDD MSE in the existing MILITARY SERVICE EPISODE 
       sub-file (#.3216) of the PATIENT file (#2).  The FDD will be stored in 
       the FUTURE DISCHARGE DATE field (#.08) in the MILITARY SERVICE EPISODE 
       sub-file (#.3216) of the PATIENT file (#2).
 
    b. When ES deletes an existing FDD MSE, the absence of the FDD MSE ZMH 
       segment on the ORU-Z11 or ORF-Z11 HL7 message from ES will result in 
       the deletion of the FDD MSE in VistA.
  
 3.  Update VistA to display the Future Discharge Date when the FDD exists.   
     The FDD will be displayed on the MILITARY SERVICE DATA, SCREEN <6> screen   
     in the following options.
 
     Load/Edit Patient Data                [DG LOAD PATIENT DATA]

    a. VistA will only display the FDD if it is a valid date.  This date range
       must be from one to one-hundred eighty days in the future to be valid.

 4.  A VistA user will not be able to add, edit, or delete a FDD MSE.  The FDD 
     MSE will be locked by setting the DATA LOCKED field (#.07) in the 
     MILITARY SERVICE EPISODE sub-file (#.3216) of the PATIENT file (#2) to 
     YES. 
 
 5.  Currently VistA receives Health Eligibility Center (HEC) MSEs from ES in 
     the ZMH segment on the ORU-Z11 and ORF-Z11 messages.  These HEC MSEs are 
     stored in the MILITARY SERVICE EPISODE sub-file (#.3216) of the PATIENT 
     file (#2) and locked from VistA user editing or deletion.  When ES 
     deletes an existing HEC MSE for a Veteran with multiple HEC MSEs; the 
     absence of that particular deleted HEC MSE ZMH segment on the ORU-Z11 or 
     ORF-Z11 HL7 message from ES will result in the deletion of that HEC MSE 
     in VistA.  There is an existing issue when all HEC MSEs for a Veteran are 
     deleted in ES and no HEC MSE ZMH segments are sent in the ORU-Z11 or 
     ORF-Z11 HL7 message.  VistA does not delete all HEC MSEs.  This issue 
     will be corrected with this patch.

 This patch should NOT be installed while the IVM BACKGROUND JOB [IVM 
 BACKGROUND JOB] is running.
  
 1.  The HL7 incoming/outgoing filers should be stopped. Stop All
     Messaging Background Processes by using the [HL STOP ALL] option
     on the Filer and Link Management Options [HL MENU FILER LINK MGT] menu
     on the HL7 Main Menu [HL MAIN MENU].
  
 2.  The following options should be disabled during installation:
  
     Load/Edit Patient Data                [DG LOAD PATIENT DATA]
     Register a Patient                    [DG REGISTER PATIENT]
     View Registration Data                [DG REGISTRATION VIEW]
     Eligibility Verification              [DG ELIGIBILITY VERIFICATION]
  
 3.  This patch may be installed with users on the system, however, because 
     the Registration options need to be placed out of order, we suggest it
     be installed after business hours. This patch should take less than 5 
     minutes to install.
  
 Installation Instructions:
 --------------------------
  
 1. Choose the PackMan message containing this patch.
  
 2. Choose the INSTALL/CHECK MESSAGE PackMan option. 
  
 3. From the Kernel Installation and Distribution System Menu, select the
    Installation Menu.  From this menu, you may elect to use the following
    options. When prompted for the INSTALL NAME enter the patch 
    #(ex. DG*5.3*931):
     a. Backup a Transport Global - This option will create a backup
        message of any routines exported with this patch. It will not
        backup any other changes such as DDs or templates.
     b. Compare Transport Global to Current System - This option will
        allow you to view all changes that will be made when this patch
        is installed.  It compares all components of this patch (routines,
        DDs, templates, etc.).
     c. Verify Checksums in Transport Global - This option will allow
        you to ensure the integrity of the routines that are in the
        transport global.
 
 4. From the Installation Menu, select the Install Package(s) option and
    choose the patch to install.
  
 5. When prompted 'Want KIDS to INHIBIT LOGONs during the install? NO//'
    answer NO
  
 6. When prompted 'Want to DISABLE Scheduled Options, Menu Options, and
    Protocols? YES//' answer YES
