Description:
============

 Patch XU*8.0*679 restricts access to electronic signature fields in the 
 NEW PERSON (#200) file for sites that elect to enable this patch 
 functionality. If the patch is enabled, the fields subject to restriction 
 are DEGREE (#10.6), SIGNATURE BLOCK PRINTED NAME (#20.2), and SIGNATURE 
 BLOCK TITLE (#20.3). Currently, any user can access these fields from the 
 VistA User's Toolbox menu. If patch functionality is enabled, access to 
 these fields will be allowed only for those who have the appropriate 
 security key (XUSIG) assigned. 
  
 In addition, DEGREE (#10.6) field entries will be restricted to valid 
 degrees listed in the EDUCATION (#20.11) file. To support this 
 functionality, the patch adds new option [XUSESIG DEG]. This option, 
 which is also locked by the XUSIG security key, enables maintenance of 
 DEGREE field entries on the EDUCATION file. VistA will use these records 
 to prompt the user for a valid entries when appending one or more degrees 
 to an electronic signature.
  
 To enable patch functionality, the site must set a new Kernel parameter 
 (XU SIG BLOCK DISABLE) to a value of ON (1). If the parameter is set to 
 ON (1), and the user has the XUSIG security key assigned in the NEW 
 PERSON file (#200), then access to the restricted fields is allowed. If 
 the parameter is set to ON (1) and the user does not have security key 
 XUSIG assigned, access is not allowed. If the site leaves the Kernel 
 parameter set to OFF (0), there are no changes to existing functionality, 
 and signature block field edits are allowed for all users at the site. 
  
 This enhancement is used to maintain valid electronic signatures that 
 support billing. For example, when a new Nurse Anesthetist record is
 loaded into
 VistA, 'CNA' (Certified Nursing Assistant) might be incorrectly appended 
 to the provider's name instead of 'CRNA' (Certified Registered Nurse 
 Anesthetist). As a result, Consolidated Patient Account Centers (CPACs) 
 would receive a National Provider Identifier (NPI) Registry error when 
 billing insurance carriers for services. The Credentialing staff would 
 then have to correct the credential so the CPAC could bill to collect 
 revenue.

 ---------------------
 EFFECT ON BLOOD BANK FUNCTIONAL REQUIREMENTS: Patch XU*8*679 contains 
 changes to a package referenced in ProPath standard titled: BBM Team 
 Review of VistA Patches. This patch does not alter or modify any VistA 
 Blood Bank software design safeguards or safety critical elements 
 functions.
  
 RISK ANALYSIS: Changes made by patch XU*8*679 have no effect on Blood 
 Bank software functionality, therefore RISK is none.

 Review the Pre-Installation Instructions provided before beginning 
 installation of the patch.
  
 Pre-Installation Instructions:
 ------------------------------
 This patch may be installed with users on the system although it is 
 recommended that it be installed during non-peak hours to minimize
 potential disruption to users.  This patch should take less than 5 
 minutes to install.
  
 Installation Instructions:
 ------------------------------
 To install the patch:
  
 1.      Choose the PackMan message containing this patch.
  
 2.      Choose the INSTALL/CHECK MESSAGE PackMan option.
  
 3.      From the Kernel Installation and Distribution System (KIDS) menu, 
         select the Installation Menu. From this menu, you may elect to use
         the following options. When prompted for the INSTALL NAME, enter
         the patch number XU*8.0*679.
  
         a. Verify Checksums in Transport Global - This option will help
            ensure the integrity of the routines that are in the transport
            global.
  
         b. Print Transport Global - This option will enable viewing the
            components of the KIDS build.
  
         c. Compare Transport Global to Current System - This option will
            enable viewing all changes that will be made when this patch is
            installed. It compares all components of this patch (routines,
            data dictionaries, templates, etc.).
  
         d. Back up a Transport Global - This option will create a backup
            message of any routines exported with this patch. It will not
            back up any other changes such as data dictionaries or
            templates.
  
 4.      From the Installation Menu, select the Install Package(s) option 
         and choose the patch to install.
  
 5.      If prompted 'Want KIDS to Rebuild Menu Trees Upon Completion of 
         Install? NO//', press <Enter>.
  
 6.      When prompted 'Want KIDS to INHIBIT LOGONs during the install? 
         NO//', press <Enter>.
  
 7.      When prompted 'Want to DISABLE Scheduled Options, Menu Options, 
         and Protocols? NO//', press <Enter>.
  
 8.      If prompted 'Delay install (Minutes): (0-60): 0//', press <Enter>.
  
 9.      If prompted 'Enter the Device you want to print the Install 
         messages. You can queue the install by enter a 'Q' at the device
         prompt. Enter a '^' to abort the install. DEVICE: HOME//   HOME  
         (CRT)', press <Enter>.
  
  
 Post-Installation Instructions:
  
 Refer to the patch description above to turn the functionality for this 
 patch ON.  If the KERNEL parameter is to be turned on, get a list of 
 those individuals that will have access to the menu options needed to 
 maintain Electronic Signatures and the DEGREE (#10.6) field inside the 
 NEW PERSON (#200) file.  These individuals will need the XUSIG Security 
 Key assigned to their NEW PERSON (#200) file entry.
