This patch addresses a problem with Reminder Dialogs not allowing the user to add an inactive immunization marked for historical use to the finding item\additional findings fields.

Problem: It has been reported that sites are not able to add some immunization entries to a reminder dialog. It has been determined the Finding Item\Additional Finding items file screen prevent these entries from being added to a dialog. These entries are marked inactive but they are marked to be used as historical for documenting immunizations done elsewhere.

Resolution: Reminder Dialogs have been changed to allow immunization entries to be added to a dialogs for the following conditions:

1. The entry is marked as active.
2. The entry is marked inactive and set to be used for historical documentation.
