Modifications to VHA systems are needed to comply with new Standards and Operating Rules (the necessary business rules and guidelines for the electronic exchange of information that are not defined by an existing standard or its implementation specifications) for eInsurance, eBilling, ePharmacy, and ePayments – eBilling Claims Compliance.
The Patient Protection and Affordability Act require biennial review and the promulgation of amendments to the standards and operating rules every two years. Every transaction standard in operation at VA is subject to updated implementation specifications and operating rules for Health Insurance Portability and Accountability Act ( HIPAA) and thus legacy Veterans Health Information Systems and Technology Architecture (VistA) modules and interfacing systems that support operation of these standards require system/software development to comply with HIPAA legislation.
